The plan to displace the Palestinians to the land of Sinai

The Institute published a plan under the title (Settlement and final rehabilitation plan in Egypt for all residents of Gaza: economic aspects).
The study prepared by the strategic analyst, Amir Whitman, included several main points on which Israel relies in its plan to displace the population of Gaza to Egyptian territory.
The most important and comprehensive of these points is exploiting the economic crisis that Egypt is going through, to transfer these Palestinians to Sinai in exchange for huge financial benefits.
According to that plan:
There is a unique opportunity to evacuate the entire Gaza Strip through cooperation with the Egyptian government, which requires an immediate, realistic and sustainable plan for the resettlement and humanitarian rehabilitation of all Arab residents in the Gaza Strip in Sinai.
This plan is fully consistent with the economic and political interests of Israel, Egypt, the United States, and Saudi Arabia, according to what this study stated...
The Israeli Institute study stated that in 2017, there were reportedly about 10 million vacant housing units in Egypt, about half of which were under construction and the other half were under development.
For example, in the two largest sub-cities of Cairo, namely 6th of October City and 10th of Ramadan City, there is a large amount of apartments that have been built and are considered empty, and they are owned by the government and the private sector, and the available building spaces are sufficient to accommodate about 6 people in each housing unit, which means that it may be enough for one million people.
The study showed:
It requires about $19,000 to provide a three-bedroom apartment with an area of 95 square meters for an average Gazan family consisting of about 5.14 individuals in one of the previously mentioned cities. This number was calculated based on the determinism of the current known apartment size and the current population of the Gaza Strip, which is approximately 1.4 people out of a total of 2.2 million people. It can be estimated that the total amount required to finance the project and transfer it to Egypt will be approximately $5 to $8 billion.
The Israeli plan depends on providing immediate financial rewards to the Egyptian economy at this level, and this will provide an enormous and immediate benefit to the Egyptian government.
From the Israeli perspective, these sums of money are not exactly large, as investing a few billion dollars (even $20 or $30 billion) to solve this difficult problem is an innovative, cheap and sustainable solution for Israel.
The study confirmed that achieving this plan requires the presence of many conditions at the same time, as these conditions are currently being met, but it is not clear when the opportunity will arise again, if ever.
According to the study, after the population of the Gaza Strip was displaced to Egypt and emptied of its population, the Israelis could exploit this land. Displacing the population in exchange for a huge sum of money for Egypt would be, for example, the purchase of the Strip, and thus Israel can rebuild the Strip, and over time this will become a very profitable investment.
The ground conditions in Gaza in the future will be similar to the Gush Dan area, where many Israeli settlers live in high-quality homes. In fact, the Gush Dan area will be expanded to reach the borders of Egypt, and this will also push a huge momentum for settlement in the Negev.
* The study recommended and even indicated:
Countries indebted to Egypt, such as Germany, France, and the Kingdom of Saudi Arabia, do not want to see the Egyptian economy fail completely, so that they have an incentive to keep the Egyptian economy stable, even if the Israeli investment will end with the rehabilitation of all Gazans in apartments in Egypt.
For Western European countries in particular, resettling and rehabilitating all Gaza residents in Egypt would be a great advantage in greatly reducing the risk of illegal immigration to their lands. It is also expected that Saudi Arabia will benefit greatly from this step because evacuating the Gaza Strip would mean getting rid of an important ally of Iran and making a significant contribution to the stability of the region. Thus allowing peace with Israel to be consolidated without the continued interference of internal public opinion due to the ongoing rounds of fighting that continue to incite hatred against Israel.
The study explained:
There are some countries that need skilled labor in the field of construction, such as the Kingdom of Saudi Arabia, and for example the residents of Gaza. The Kingdom of Saudi Arabia is building huge projects such as the future city of NEOM, and this is considered an intersection of interests at this level. It also assumes that a large number of Gazans would take advantage of the opportunity to live in a rich, developed country like Saudi Arabia rather than continue in poverty under Hamas' rule.
The study reached a conclusion:
It is possible that this deal between Egypt and Israel will take place within a few days after the start of the flow of migrants from Gaza to Egypt through the Rafah crossing. In fact, there are now hundreds of thousands of Gazans who want to leave the Strip. Therefore, the Israeli army must create the appropriate conditions for the migration of Gazans to Egypt, with Egyptian cooperation from the other side of the border. In addition, closing the Gaza issue will ensure stable and increased supplies of Israeli gas to Egypt and its monetization, and will also strengthen Egyptian companies' control over gas reserves off the coast of Gaza, while transforming and depopulating Gaza to Israel's advantage.
The study also showed that the total population of Gaza is about two million people, which is less than 2% of the total population of Egypt, which currently amounts to about 9 million refugees of different Arab nationalities.
**But we see:
The Egyptian people, and before them the Palestinian people, were fully aware of this plan, and it was rejected by both the Egyptian state and the residents of Gaza.
